Are the SVG files really free?

Yes. No account, no watermark, no download limit. The boundary data comes from OpenStreetMap under the Open Database License (ODbL), so credit “© OpenStreetMap contributors” when you publish it.

Which regions are available?

Anything with an administrative boundary relation in OpenStreetMap: around 200 countries, states and provinces, districts, cities and municipalities. Many have a ready-made download page; everything else is one search or map click away.

Can I use the graphic commercially?

Yes, privately and commercially, modified or as is. The ODbL only asks for attribution when you redistribute the geodata itself.

Why SVG instead of PNG?

SVG is vector based: it scales to any size without quality loss, weighs a few kilobytes and can be recoloured later. Good for icons, maps, web, print and cutting plotters.
